  18. <p>     Early last week everything seemed set for a five-member
  19. North Korean delegation to cross the border and meet with a
  20. South Korean dissident organization to plan a historic
  21. pan-national rally for Aug. 15, the 45th anniversary of
  22. liberation from Japan. But when the five arrived at the border,
  23. they first refused to accept South Korea's choice of a hotel
  24. and then insisted that the dissidents rather than government
  25. representatives escort them at the meeting. At that Seoul
  26. balked. After two days of arguing, the North Koreans returned
  27. home.

  29. <p>     The stubbornness on both sides cast doubt on whether
  30. another, more important meeting would take place. The Prime
  31. Ministers of North and South Korea are scheduled to meet Sept.
  32. 4-7 in Seoul. It would be the highest-ranking contact between
  33. the two countries in 42 years. But during preparatory talks
  34. last week, North Korean officials warned that if agreement is
  35. not reached on the rally, plans for the September meeting would
  36. be "gravely affected."
